Institutional programmes
Market access,done properly.
Trade delegations, market-entry programmes and institutional partnerships, run with government and trade-promotion partners across the target markets. Selection is merit-based against published criteria, applications are open to everyone, member or not, and every decision is recorded in writing.
Eligibility: pass or fail
Four conditions every applicant must meet before scoring starts.

- 02Activity in green technology (water, recycling, storage, data-centre energy, mobility, innovations, or the systems around them) in scope for the programme
- 03No sanctions or debarment listing
- 04No outstanding adverse finding from a partner agency

100 points in all; 60 is the threshold.

Fit to the programme brief
Each delegation or programme publishes its own sector and market focus; selection is scored against that brief.

Delivery capability
Evidence the organisation can act on the opportunity: team, references, capacity, and readiness for the market in question.

Verifiable credentials
Registrations, certifications and track record that can be checked. Self-declared claims are weighted accordingly; anyone can check an organisation’s public record at esgos.org, and so do we.
Criterion 4
15points
Market impact for the host jurisdiction
What the participation brings to the host market: investment, jobs, technology transfer, supply for a stated need.
How decisions are made
- Threshold
- Applications are scored out of 100 against the four criteria; 60 is the threshold. Ties are resolved on market impact.
- Panel
- At least three assessors, including one nominated by the government partner. Every assessor signs a conflict-of-interest declaration. Anyone with a commercial interest in an applicant, including GTFN staff and local strategy partners, recuses, and the recusal is recorded.
- Decisions and appeal
- Written, scored decisions within 15 working days. One written appeal on process within 10 working days, decided by someone who was not on the panel.
- Publication
- The selected list, the brief, the panel composition and the number of applications are published within 30 days of each cycle.
- Applicant data
- GTFN is the controller. Data is used only for the cycle applied to, retained for 24 months, never transferred to any group data company, and shared with the government partner only as named in the application.
- Precedence
- Where these criteria conflict with the partner agency’s own rules, the agency’s rules apply. Membership of the network is neither required nor considered.
What membership does, and does not, do
Members may receive notification and application support: we tell members when programmes open and help them prepare a strong application. Membership never buys preference. Selection is blind to membership tier, no delegation place can be purchased, and no programme offers preferential access to government officials. This is how trade-promotion agencies work worldwide, and it is the only shape we operate (UK Bribery Act, FCPA and Singapore PCA compliant by design).
